With iOS 13 and iPadOS 13, apps and games that you download from the App Store are automatically updated by default. You won't see notifications about updating your apps. But you can also update apps manually. For example, if you want to force an update, you can update an app manually.

Are you by any chance using iPhoto instead of Photos? Photos for Mac is a part of the system and it is updated automatically, when you update MacOS X. If iPhoto is asking about an update, ignore it. Apple stopped the developement of iPhoto and updating it will not work any more, independent of the Apple ID . The only iPhoto version, that can be used on High Sirra is IPhoto 9.6.1, and this version has Ben released several years ago. If you have been using iPhoto, you have probably been using this version all along.
